Role Purpose
- The purpose of this role is to ensure smooth procurement of goods and services for a cluster of 4-6 projects in a cluster.
- The incumbent is responsible for identifying opportunities for process optimization while leading supplier evaluation and scouting for better vendors.
- The role holder is responsible for leading negotiations and proposing contracts with local vendors/suppliers for local sourcing.
- The incumbent will seek the best available quality for the lowest price and support the seniors in the process of vendor development and vendor management.
- The focus of this role lies on resolving procurement issues within a cluster of 4-6 projects to ensure minimum impact on project execution while adhering to the set GRIL guidelines for the function.
Key Responsibilities
- Delivery & Process Control – Lead supplier evaluations and scout for better vendors for local sourcing of materials. Identify opportunities for process optimization to reduce the current response time/defined SLAs from requisition to delivery. Support Project Head and Director – Operations in vendor negotiations by providing market research and analyzing regional rate variations. Collaborate and support the Lead in the negotiations for advantageous costs, product with vendors/consultants. Ensure adherence to set quality guidelines and drive evaluation of procured materials, hardware, software etc. in collaboration with Quality teams. Ensure timely delivery of purchased stock. Ensure adherence to all SLAs and SOPs. Be a key escalation point for resolving any purchase related issues for the cluster of 4-6 projects. Act as the link between the corporate and the Project office, understand the material requirements as per the plan, vendors who will meet the requirements, provide the schedule to the vendors, prepare a contingency plan and ensure timely availability of material on Project
- Vendor Management – Drive the vendor management process for the cluster with a clear focus on local vendors through accurate data collection and mitigation plans for potential risks which could lead to delay in execution. Collect information about vendors, procurement of goods, lead time and ensure quality of goods. Focus on empaneling accountable vendorswho should be ratedA in 1 year.
- Operational Metrics & Reporting – Drive implementation of reporting dashboards across projects by capturing accurate data in the right format. Capture procurement operational metrics and catalogue the sourcing. Validate records of items bought, costs, deliveries and product quality at the Project. Conduct a Project level analysis for the procurement function (PoS,PRs, and GRN etc.).Provide analytical insights throughthe project level procurement dashboards.
- People management – Accountable for metrics like attrition, recruitment for team members. Identify training needs for direct reports to ensure competency development across domain, industry and behavior and sign off engagement programs. Maintain a track of errors through statistical techniques and build experience database to aid the team. Maintain and enhance the functional expertise for the team basis regulatory/industrial offerings.
Indicative Experience and Exposure
- Diploma in Civil Engineering with 11-13 years experience in procurement
or
- B.T ech / M.Tech with 9-11 years experience in procurement
- Experience in handling procurement functions at projects with a scope of around INR 500 -1000 crore
