Role Purpose

The Tendering Head is responsible for the strategic oversight and execution of all tendering and bidding activities within the BU. This role is critical in ensuring profitability and maintaining compliance and precision in all stages of the bid management process. The individual collaborates with cross functional teams to prepare high quality, timely and competitive bids, optimize pricing models, and lead risk management initiatives.

Key Responsibilities

  • Oversee the identification and sourcing of Type 1* tenders, leveraging market insights for strategic advantage, maintaining proactive client engagement to gain early insights into upcoming tender opportunities, allowing the team to anticipate and prepare for strategic bids effectively
  • Leverage AI to continuously scan and interpret competitor strategies, win/loss patterns and evolving market conditions, surfacing targeted insights to sharpen bid competitiveness
  • Lead comprehensive risk assessments and feasibility studies for all tenders.
  • Deliver decision-making insights through the development of comprehensive MIS reports, pre-bid analyses (ABC Classification), risk and project viability assessment frameworks etc.
  • Develop and set guidelines for bid strategies to ensure financial viability, emphasizing positive IRR (Internal Rate of Return), cost planning and optimization, and strategic alignment
  • Develop IRR benchmarks and profit margin frameworks to align bid strategies with BU profitability goals
  • Manage the costing and estimation team to ensure precision in preparing Bill of Quantities (BoQ) and oversee the site inspections for accurate costing
  • Supervise the development of accurate cost estimates and tender documents, review and analyze vendor cost structures, ensure alignment with budget targets and maintain competitiveness in the market
  • Oversee the full lifecycle of tender management, from analysis of tender documents to final bid submission, ensuring all timelines are met
  • Guide the team in addressing pre-bid queries, managing the Request for Proposal (RFP) process, and ensuring meticulous preparation and maintenance of bid documentation and final bid submission
  • Implement a comprehensive bid tracking and performance reporting system to monitor the effectiveness and outcomes of all bids submitted

Indicative Experience and Exposure

  • BE / B Tech in Civil, Construction Management, or a related field; Master's degree preferred.
  • Overall 25+ yrs. of experience
  • Proven leadership track record of 15–20 years in Tendering within the Transport Infrastructure sector (Highways, Railways, Metro).
  • Extensive experience in managing large, complex bids and securing high-value projects through competitive tendering processes.
  • Demonstrated success in developing and executing growth strategies, building long-term client relationships, and forging strategic partnerships.
